Anyone had this after Dog got castrated?

What is very swollen the incision site or the scrotum. Swelling in the scrotum is typical especially if the dog was fully mature when neutered and is likely from blood accumulation. A bit of swelling around the incision site is also typical but it shouldn't be "very swollen" My recommendation would be to get a second opinion if you aren't trusting the assessment of your original vet
