Collar rubbed off hair on my dogs neck?

When I came home where was a bright red patch under my dogs neck and her hair was rubbed off. :( I know I wasn't pulling that hard but recently we had put on a tag so it might have something to do with the weight of the tag. Does anyone have any advice on a type of collar I can have her wear so that it doesn't happen? And also will her hair grow back? :(
