PLEASE LOOK~Will castrating my male dog help this?

I have a 9 month old short haired border collie. And I have decided I am to get him fixed from his behavior going through puberty :) Im not aloud to get him done now,according to the vets they wont get him done until hes 1 year old for saftey and health reasons. He just licks pee all the time I dont let him of the lead because he might bolt,lick pee,or he ignores despite training him since 8 weeks the COME command,he does know it but he just chooses when to come back,i bring treats to persuade him to come to me,and still he does the same. He is fine in the house,just outside. Im still doing the COME command so he knows he HAS to come back. Hes a little git at the moment and such a challenge. Will castrating him at a year old for health and saftey reasons (what the vets said) stop these? - Licking the ground,and chattering his teeth then foaming, - Be less prone to wander of and go where he wants to go on walks? - Yank and pull to get to other dogs - lick other dogs anuses even other dogs penises? I REALLY NEED HELP! Can I have appropriate answers please!? Thanks x :)
